USDOT/PHMSA Assistance to Public During COVID-19

During the COVID-19 Pandemic and the public health emergency it has caused, the Pipeline and Hazardous Materials Safety Administration within the U.S. Department of Transportation (USDOT/PHMSA) has issued a notice of the assistance it is providing to pipeline operators and hazardous materials stakeholders until the emergency declaration is lifted.  The documents describing that assistance are identified below.

PHMSA Enforcement Policy Notice Regarding Hazardous Materials Training

All relevant administrations and bureaus of the USDOT will not take any enforcement action against a HazMat Employer who is unable to provide recurrent HazMat Employee training as required by 49 CFR 172, subpart H.

COVID-19 Hazardous Materials Emergency Special Permits

  • DOT-SP 21021 for Federal Express to authorize the transportation in commerce of certain Division 2.2 aerosols in crewmember carry-on baggage for the purpose of preventing the potential spread and contraction of COVID-19.  Expires: 6/30/2020.
  • DOT-SP 21025 for Airgas USA, LLC to authorize the filling and offering for transportation in commerce of certain DOT specification cylinders that are up to 12 months overdue for periodic requalification for relief efforts during the COVID-19 emergency.  Expires: 6/30/2020.
  • DOT-SP 21025 for AGL Welding Supply Co., Inc. to authorize the transportation in commerce of cylinders that have not met the periodic retesting requirements due to disruptions associated with COVID-19.  Expires: 6/30/2020.
