PHMSA reduces the Annual HazMat Shipper/Carrier Registration Fees for 2013

The USDOT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) requires carriers and shippers of certain hazardous materials to annually register and pay a fee (read all about it here).  The fees collected are added to the Hazardous Materials Emergency Preparedness (HMEP) Fund which is used to provide funds for grants distributed to states and Indian tribes for hazardous materials emergency response planning and training and to certain professional organizations for training purposes through the Hazardous Materials Grants Program.  So, it may help you to know that the fees you pay are helping to make communities safer!  And if that doesn’t do it for you, then you should at least be pleased that the fees are being reduced for 2013/2014.

Due to an unexpended balance in the HMEP Fund, the PHMSA is required to lower the annual fee for registration year 2013-2014 which runs from July 1 to June 30th.  The reduction only applies to registration year 2013-2014 and will return to 2012-2013 levels for the registration due July 1, 2014.

Registration fees for a shippers and carriers of certain hazardous materials (including hazardous waste) for registration year 2013-2014 immediately follow, refer to Table 1 for registration fees prior to 2013-2014.

  • Small business or not-for-profit organization = $150 (includes $25 processing fee).
  • All other businesses = $1,325 (includes $25 processing fee).

1992-1993 through1999-2000 the annual fee is $300 for all registrants.
